
The Barney Circle and Southeast Boulevard Transportation Planning Study will investigate transforming the Southeast Expressway interstate roadway into a boulevard that is integrated with adjacent neighborhoods between the new 11th Street Bridge and Barney Circle. The portion of the Southeast Expressway between 11th Street SE and Pennsylvania Avenue SE is no longer considered part of the Interstate Highway System and provides an opportunity for adaptive reuse of this roadway and right of way.
The study will also examine reconstructing Barney Circle to accommodate all turning movements, and pedestrian and bicyclist connectivity to the waterfront. Barney Circle is located at the west end of the John Philip Sousa Bridge where the SE/SW Freeway, Pennsylvania Avenue, SE and various local neighborhood streets converge.
